It addressed the idea that heating the air within a room was an inefficient use of energy. As soon as there is a change in air the heat is lost.
If however you could heat the structure and insulate externally you could create a thermal store that would release heat gradually and consistently over a long period of time.
This is a far more efficient use of energy and creates a better living environment since it is possible to ventilate the building without loosing the heat
